Role Overview: 

The Right-of-Way (ROW) Specialist: plans, directs, and administers real estate operations, monitors activities and work status in progress; coordinates activities with the regional and Central Offices; prepares contracts, reports, and letters; reviews and responds to complaints; and attends public hearings and meetings; operates a state vehicle, visits courthouses &conducts field inspections in all environments and weather conditions and meets with consultants to review legal descriptions and developments.  This position requires you to have a valid Indiana Real Estate Broker's License or the ability to obtain within one (1) year of hire.

 

Salary: 

This position traditionally starts at an annual salary of $53,222.00. Salary for this position may be commensurate with education and job experience. 

 

Location

This position is located in INDOT’s Ft Wayne District, Capital Program Management Department.

 

A Day in the Life:

The essential functions of this role are as follows:

 

This position manages, assists, coordinates, and reviews the in-house and consultant’s ROW (Right-of-Way) engineering, real estate, railroad and utilities relocation, per Indiana Department of Transportation (INDOT) and federal guidelines. Starting salary commensurate with experience. Internal employees are subject to promotion and demotion policy guidelines. 

  • Plans, directs, and administers real estate operations (e.g., monitors section activities and reviews status of work in progress, reviews and recommends plan revisions requested, maintains liaison and coordinates activities with regional and Central Office)
  • Performs other administrative and supervisory duties (e.g., prepares contracts, reports and/or letters, reviews and responds to complaints, attends public hearings and meetings with public agencies and/or consultants, oversees abandonment and vacation procedures, analyzes and evaluates consultant proposals and scope of services, maintains inventory and makes recommendations regarding disposal of excess lands), manages special project acquisitions and dispositions, i.e. limited access break requests, coordinates appropriate responses for property owner questions post-construction
  • Operates a state vehicle to travel to the courthouse, field inspections in all types of environments and weather conditions, and meetings with consultants to review legal descriptions and developments
  • Reviews and provides assistance in ROW Plan Development and the associated elements (i.e., ROW Plans, Descriptions, Plats, Conveyance Documents)
  • Determine if ROW documents prepared meet the requirements in accordance with the Indiana Administrative Code, Title 865 IAC 1-12 C Rule 12
  • Responsible for assisting both staff and consultants with monitoring Cost to Cure items in right of way, ordering utility disconnect notices, ordering asbestos inspections, posting in LRS (right-of- way clear, structure to prime, or clear demolition), monitoring removal of retained major retentions, holding public auctions when needed, police and fire department training agreements, and removal of unauthorized encroachments; and, Performs other related duties as assigned.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

The ideal candidate in this role should minimally have either  

  • Minimum High School diploma or equivalent
  • Must have five (5) years of related transportation experience (year for year transportation
  • related experience will substitute for post-secondary education requirements)
  • Must possess a valid Indiana driver’s license
  • Broad knowledge of business administration
  • Indiana Real Estate Broker’s License or the ability to obtain within one (1) year of hire
  • Extensive knowledge of real estate or property management
  • Working knowledge of agency policy and procedure
  • Extensive knowledge of Indiana Revised Code, local ordinances/statutes and other applicable local, state and federal requirements relative to real estate acquisition and management
  • Ability to define problems, collect data, establish facts and draw valid conclusions
  • Ability to gather, collate and classify information about data, people or things
  • Ability to handle sensitive complaints and inquiries
  • Excellent math (i.e. general math, etc.), computer, communication, and literacy skills

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
