Summary/Objective:

The Project Manager serves as a senior-level project manager focused on leadership and management of programs and projects to meet agency goals. The senior project manager is responsible for managing scope, budget and schedule for large to mega projects including highly complex or new project delivery methods. The project manager serves as part of a cross-functional team focused on delivering projects on-time and on-budget from letting to completion.

Essential Job Responsibilities:
  • Evaluates performance of contracted consultant;
  •  Represents the agency in external meetings and presentations;
  •  Establishes project objectives;
  •  Establishes project management processes and procedures;
  •  Identifies potential risk and associated risk management plan;
  •  Serves as a primary point of contact and is responsible for overall work progress and technical performance of project;
  •  Leads a strong project management culture by growing project delivery resources though coaching at all levels of the agency and participating in the development and delivery of project management learning events;
  •  Responsible for assembling project team and assigning individual responsibilities;
  •  Understands project objectives and role of each team members;
  •  Reviews contract plans specifications and estimates for scope, compliance and constructability;
  •  Attends key construction project meetings and work with team to ensure project scope compliance;
  •  Prepares reports and analysis to manage risk and recommend necessary adjustments;
  •  Presents project status and mange the project change process;
  •  May delegate low-level project tasks to assigned project manager;
  •  Presides as project start-up meeting to communicate plan to team;
  •  Manages the project team through all phases of project planning, execution, and closeout consistent with established project delivery processes to meet the scope, schedule, budget and other specified requirements;
  •  Completes the scope of work while ensuring INDOT’s quality, financial, risk management and policy expectations are met;
  •  Responsible for overall work progress and technical performance on project;
  •  Reviews and understands all functional (ROW, environmental, design, utility, etc..) requirements to ensure expectations are clear and establish predictable workloads;
  •  Facilitate cross-functional engagement with design and construction;
  •  Performs other related duties as required.
Requirements:
  • Bachelor’s degree in engineering, project management, engineering technology, construction management, public administration, business management, or related field – equivalent combination of work experience and/or education may be substituted;
  • Additional four (4) years of experience as a project manager, preferably in a transportation or construction environment.
  • Certification as a Project Management Professional by the Project Management Institute, or similar professional designation, desired.
  • Demonstrated leadership experience in coaching, mentoring, developing and leading people and project teams.

If this is an Intermittent position, the position does not offer benefits and is limited to 180 working days in an eleven (11) month continuous period.
