Hire Salary: Salary for this position starts at $37,362, however salary may be commensurate with education and experience.

About the job:

The Reclamation Planning Specialist will serve as the GIS Inventory Specialist for the Technical Management Section of the Abandoned Mine Lands (AML) Program, a quality management organization that is excellence driven and outcome based.

A day in the life:

The essential functions of this role are as follows:

  • Maintain the federal Electronic Abandoned Mine Land Inventory System

  • Track the site development process and submit approval requests

  • Secure federal oversight agency’s Declaration for Authorization to Proceed on all proposed reclamation projects

  • Maintain the public Coal Mine Information System and update mine boundaries

  • Respond to public inquiries regarding properties’ mining history documentation

  • Maintain the internal AML Web Map and web applications in ArcGIS Online

  • Manage and update multiple AML GIS layers in ArcGIS Desktop

  • Administer Collector for ArcGIS for staff to record and map field data

  • Provide GIS training and technical support to AML staff

  • Manage several AML-related databases in Microsoft Access

  • Design and create maps, graphs, reports and publications

  • Assist in the preparation of annual reports for all grants

What we're looking for:
  • Bachelor’s degree in environmental, natural or physical science or related field
  • Extensive experience with Geographic Information Systems, Global Positioning Systems and database management
  • Knowledge and expertise in GIS software equivalent to three years of direct experience at a moderate level of complexity
  • Understanding of relational database concepts and skills utilized in creating, maintaining, and linking them with GIS
  • 1-3 years of experience using ArcGIS Online and the Collector mobile app
  • Thorough knowledge of Federal and State GIS standards, map projections and datums
  • Specialized knowledge of digital imaging software and manipulation techniques
  • Good design and communication skills, including the ability to create professional-quality reports and publications
  • Understanding of health, safety and environmental problems created by past surface and underground coal mining
  • Working knowledge of surface and underground coal mine reclamation techniques
  • Working knowledge of state and federal laws regulating restoration of Abandoned Mine Lands as they apply to grant requirements
Requirements:
  • Specialized knowledge of chemistry, biology, mathematics and other environmental sciences for the identification and mitigation of potential toxic materials and environmental impacts;
  • Broad knowledge of the laws and regulations as related to surface and underground mining;
  • Specialized knowledge of soil and water sampling and laboratory analysis and interpretation;
  • Thorough knowledge of surface and underground coal mining technology and equipment;
  • Ability to coordinate and interpret complex maps, plans and technical data;
  • Specialized knowledge of laws and regulations pertaining to surface and groundwater standards and permitting requirements;
  • Broad knowledge of GIS;
  • Broad knowledge of environmental protection principles, practices, theories and regulations;
  • Effectively communicate, both orally and in writing.
Supervisory Responsibilities/Direct Reports:
This role does not provide direct supervision to direct reports.
