Summary/Objective:

This position serves as the project manager for all current and future capital and operating construction and repair projects within the Indiana National Guard Facilities, excluding the training sites. This postion is to oversee the maintence of the Adjutant General’s Office and the State Armory Board assests including buildings, infrastructure, parking lots, utility service lines, etc..

 

This position will directly supervise a staff of regional physical plant directors.  The incumbent will routinely work to coordinate the efforts of in-house workforce, contractors, designers and facility experts in order to develop and contribute to facility plans and standard operating procedures; including building assest management and work order processing.

Essential Job Responsibilities:

The essential functions of this role are as follows:

  • Oversee and Supervise the Indiana Armories maintenance team, including Physical Plant Directors, Maintenance Supervisors, Building Supervisors as well as maintenance and custodial Staff. 
  • Coordinate with and assists Armory Managers to ensure facilities are appropriately maintained;
  • Provide technical oversite to the physical plant directors to ensure that all projects are being managed adequately.
  • Implement and improve use of industry standard work order system to guide year round sustainment, maintenance, repair and general upkeep of properties and improvements including the grounds and equipment to ensure smooth operation for all Armories;
  • Collate and report monthly work order data (internal and external) regarding number, completion time, status, including other factors to be reported in the Installation Status Report;
  • Serve as the headquarters Stout Field Facilitity Utilization Committee Chairperson, convening meetings at least annually and at the request of leadership.
  • Oversee and manage the data collection of buildings and assests (HVAC, Roofs, etc, type, age, warranty information, and other characteristics) to produce long range planning for capitalization for each of these facilities;
  • Work with State Facilities Director, Purchasing and Contracting Director, Physical Plant Director (PPD) staff, architects, engineers, and contractors to ensure contract requirements are met;
  • Work with PPD’s to manage activities for construction of new buidlings, facilities and the alteration, modification, or repair of existing buildings, facilities and components;
  • Assist the State Facilities Director in communication, development and management of expectations of internal tenants and military units in meeting their facility needs;

Preferred Experience:
Requirements:
  • Knowledge and skill typcially acquired through a  Bachelor’s degree in engineering, construction management, architecture or engineering sciences plus related work experience; Related academic training plus comparable work experience; or, Comparable work experience alone may substitute;
  • Extensive knowledge of construction and engineeering princples, practices and techniques;
  • Broad knowledge in estimating and costing of projects and repairs;
  • Broad knowledge in building and assest inventory;
  • Thorough knowledge of and ability to prepare and manage budgets;
  • Extensive knowledge of state government operations, managerial, administrative, and personnel related regulations, policies and procedures;
  • Ability to manage, supervise, direct, motivate and provide effective guidance to professional and clerical staff
Supervisory Responsibilities/Direct Reports:
This role provides direct supervision for one or more staff members.
