This position traditionally starts at an annual salary of $33,748. The salary for this position is commensurate with education and job experience.

Ryan White Program Specialist

The Ryan White Program Specialist contributes to the vision and mission of ISDH, the Commission of Community and Family Health Services, and the Division of HIV/STD by promoting, protecting and providing for the health of Hoosiers and supporting essential public health services by ensuring access to HIV-specific services designed to promote the health and well-being of HIV+ consumers in Indiana; ensuring that the provision of Ryan White Program services is achieved in the most efficient and cost-effective manner possible; and monitoring the health outcomes and care plans of enrollees to gauge the program's success and to recommend programmatic improvements if necessary.

A day in the life

  • Participate in the development and revision of Ryan White program materials;
  • Provide technical assistance and topical information to the funded care sites;
  • Coordinate and assist with subrecipient site monitoring visits;
  • Manage, monitor and process all subrecipient monthly/quarterly reports;
  • Develop training topics to improve the effectiveness of field staff statewide;
  • Prepare directives for corrective action based on site visit and audit results;
  • Interpret, compile, and disseminate the program’s official policies and procedures;
  • Monitor contract utilization and report irregularities;
  • Distribute the Ryan White Services Report and associated summary;
  • Participate in the review of RFP responses;
  • Ensure that new care site staff members are informed of training opportunities and requirements and monitor training attendance;
  • Provide support and assistance in the development and implementation of the program’s statewide data management network;
  • Provide education, training, and technical assistance related to the data management network to the care sites;
  • Evaluate program effectiveness and work to eliminate identified barriers to care;
  • Monitor effectiveness of the program’s security protocols;
  • Create, disseminate, and analyze standardized annual client satisfaction surveys;
  • Represent the unique perspective of the Ryan White Services Program in all Division matters;
  • Participate in the development of a Quality Assurance/Quality Indicators system for all HIV services in Indiana;
  • Meet regularly with the HIV Services Team to discuss program status and strategies for improvement and to make recommendations regarding matters of policy and procedure;
  • Participate with the Division in the preparation of state and federal funding applications;
  • Network and collaborate with other program areas within the Division and attend regular staff and program manager meetings;
  • Assist the HIV Services Team with related projects, training, presentations, and requests for information;
  • Serve as a liaison between the Division and other state and federal agencies; and
  • Perform other duties as assigned.

What we're looking for

  •  A Bachelor’s or Master’s degree with related course work in administration, management, social services, evaluation, program development, or similar studies;
  •  A minimum of two year’s experience in grants management, social work, or administration of a social service program;
  •  Knowledge of Indiana’s HIV service delivery system;
  •  Knowledge of federal, state, and local regulations related to HIV services programs;
  •  Knowledge of relevant federal and state benefits programs such as Medicaid;
  •   Knowledge of accounting principals with excellent computer and math skills;
  •  An ability to comprehend and analyze technical service utilization and budget information;
  •  An ability to formulate, recommend, develop, and implement sound program policies;
  •  An ability to maintain successful working relationships with external entities;
  •   Knowledge of and experience in grant writing (including grant announcements, application guidance language, contracts, and policy directives) and resource development;
  •  Experience in working with diverse consumer populations;
  •  An ability to work with confidential material and to abide by all security protocols;
  •  An energetic, highly organized, detail oriented, and self-motivated personality, with excellent critical thinking and communication skills; and
  • An ability to work well with other team members and Division staff and to promote a positive work environment.
