Hire Salary: Salary for this position starts at $12.37/per hour.

Summary/Objective:

 

The candidate serves in a vital position within the Compliance and Enforcement Section of DNR, Division of Water and is the initial point of contact for the public when approaching the division to report unpermitted activities or request a public assistance visit related to permitting. The associate is primarily responsible for answering phone calls, collecting information for the Unity database violation files, responding to questions from the public and creating both violation and public assistance files.  The candidate is responsible for reviewing statutes for initial determinations of jurisdiction, as well as using various word processing software, spreadsheet software, online mapping programs, Streamstats and GIS software to perform in this role. Candidate will work primarily with the Flood Control Act, the Lake Preservation Act and the associated administrative rules.

Essential Job Responsibilities:

• Receive and return calls from the public reporting unpermitted activities.

• Using specialized knowledge of the Flood Control Act, IC 14-28-1; Lake Preservation  Act, IC 14-26-2, Regulation of Dams IC 14-27.5; Enforcement Actions By the Division of Water, IC 14-25.5 and other State statutes, provide technical assistance, collect information relative to the appropriate statutes, and gather the appropriate information to open a case file. 

• Create site maps for field staff using Geographic Information Systems (GIS). 

• Using specialized software and websites to locate the area of the reported violation, delineate the watershed and measure acreage to determine Departmental jurisdiction.

• Compilation of property records, aerial photography, prior permit or violation history of the owner or property. 

• Creation of the official violation file which is used for inspections as well as the official record as the case moves forward.

• This position may see limited field inspection work as needed. Field work may involve inspecting properties for the placement of fill within floodways, presence or absence of seawalls, or compliance with permit conditions.

Preferred Experience:

• One year of college preferred

• Proficiecy in Microsoft Office

• Must have a valid drivers license

• Applicants with natural resources background or students pursing degrees in natural resources, including management or policy, Geography, or SPEA preferred.

  • Specialized knowledge of the program area;
  • Knowledge of the rules and regulations pertaining to the assigned program area and its effects upon other agency operations;
  • Knowledge of rules, regulations, laws and overall agency policies;
  • Ability to do research and to compile gathered materials;
  • Ability to communicate orally and in writing;
  • Ability to operate effectively in a group decision-making process;
  • Tact in dealing with other agency personnel and the public.
Supervisory Responsibilities/Direct Reports:
This role does not provide direct supervision to direct reports.
