About the Job:

This position serves as an Indiana State Personnel Department’s (INSPD) Learning & Development (L&D) Consultant and L&D subject matter expert. This role is responsible for the design, implementation, maintenance, and measurement of programs which serve to improve the productivity and performance of State of Indiana (SOI) employees. 

A Day in the Life:

  • Design and execute relevant and effective L&D material by consulting with SOI agency leaders and employees, INSPD Executive Staff, and INSPD field staff to consider the unique needs of each individual organization;
  • Develops and facilitates creative and effective L&D initiatives for INSPD and SOI employees based on the SOI’s Adult Learning Model and through the utilization of a variety of media and modern techniques; serves as a lead facilitator and train-the-trainer of all SOI L&D material;
  • Leads the design, administration, and promotion of the SOI’s High Potential Talent Development Programs and related initiatives; maintains a system of record of engagement in these programs for consultative succession planning & SOI talent calibration purposes;
  • Develops recommendations for communications material related to L&D matters;
  • Develops the communication of L&D initiatives and serves as a key contributor to the L&D strategy and goals for INSPD and statewide;
  • Assists with the development of policies and programs to attract, retain, and promote a high performing workforce and brand for the SOI;
  • Assists in the development of metrics for measuring the effectiveness of L&D initiatives implemented and contributes data for quarterly reports to the Deputy Director of Talent Management and others as requested;
  • Functions as a Senior Learning Administrator for the SOI Learning Portal
  • Serves as the resident L&D subject matter expert and consultant for INSPD and SOI agencies;
  • Participates in an internal L&D network of SOI L&D experts and specialists;
  • Participates in an external network of relevant professionals to stay current and future L&D matters to ensure the SOI is a strong partner in the development of a 21st century skilled and ready workforce (e.g., WorkOne leaders, higher education & trade/technical school professionals, L&D, associations with educational groups, etc.);
  • Coordinates, integrates, and promotes internal L&D best practices within INSPD;
  • Works with the INSPD Communications Director, SOI wellness vendor, L&D staff, and others to coordinate the publication of all L&D communication and materials, including, but not limited to internet, intranet, PeopleSoft ELM, and L&D related employee communications;
  • Partners with functional leadership in the development of L&D strategies and statewide L&D material;
  • Performs other related duties as assigned.

What You'll Need for Success:

  • Extensive knowledge of human resources administration, learning & development, employee relations, and organizational development; 
  • Strong facilitation and coaching skills;
  • Thorough knowledge of INSPD’s policies and procedures;
  • Extensive knowledge of adult learning theories and models;
  • Strong organizational skills, meticulous, and effective at public speaking and moderating large groups;
  • Strong interpersonal skills, ability to build relationships, establish credibility, and influence leaders at all levels;
  • Advanced writing skills;
  • Extensive knowledge of SuccessFactors Learning
  • Familiarity with social media channels and strategies;
  • Extensive knowledge of the functions of INSPD and the ability to incorporate and administer L&D programs adhering to mission and goals of the SOI;
  • Ability to make sound, well-informed and objective decisions; perceives the impact and implications of decisions;
  • Ability to identify problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives and to make recommendations;
  • Ability to work with customers to assess needs, provide assistance, resolve problems, and satisfy expectations;
  • Ability to recommend and develop new policies and procedures and discern any far-reaching implications.

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
