Summary/Objective:

The Program Director administers a program within a State Agency and serves as a specialist in this area.  Utilizes education, consultation, cooperative programming and coordination to accomplish goals.  This individual may be a working leader for staff members.  The purpose of this position is to function as an expert of these programs for the state and an in-house consultant for the FSSA waiver divisions.

Essential Job Responsibilities:

The essential functions of this roles are as follows:

• Responsible for understanding Indiana's Home and Community Based Services (HCBS) landscape to help maximize the utilization of HCBS benefits.  Incumbent oversees administration and technical compliance on behalf of the division.  Interfaces with the Centers for Medicare and Medicaid Services (CMS) in conjunction with the FSSA waiver divisions.

• In collaboration with the Program Development Lead, leads the development of new HCBS programs and benefits.  Monitors federal and state legislation for program impacts; provides technical direction to divisions to maintain compliance.

• Ensures that programs and benefits are in alignment with agency priorities and objectives.

• Responsible for leading the renewal and amendment of current HCBS authorities, ensuring that all changes and renewals are in compliance with state and federal law

• Ensures required reports and program quality assurances for HCBS programs and benefits meet program standards and issues corrective action plans as appropriate

• Analyzes and monitors performance and quality outcomes data from the waivers.  Recommends policy or programmatic modifications as appropriate.

• Responsible for researching, understanding and providing recommendations for program change based on evidence based best practices

• Responsible for drafting policy in collaboration with subject matter experts and FSSA sister divisions

• Ensures all CMS reporting requirements are met and on time

• Serves as a subject matter expert on HCBS authorities.

• Routinely reviews Indiana Administrative Code to ensure compliance with HCBS authorities and all applicable state and federal laws

• Reviews system change requests and workgroup meetings to enhance knowledge of Medicaid reimbursement methodologies

• Oversees the work of vendors and contractors as appropriate

• Performs other duties as assigned in support of agency mission.

Preferred Experience:

A Bachelor’s degree in public health, healthcare administration, social work, psychology, or similar field with three years of experience required; a Master’s degree preferred

Requirements:

  •  Extensive knowledge of rules, regulations and procedures related to Medicaid waiver programs, contracts, compliance and enforcement, and reporting requirements;

  •  Extensive knowledge of state and federal laws, policies and procedures concerning the Medicaid Programs

  •  Broad knowledge of divisional and agency objectives, programs, operations and procedures

  •  Working knowledge of reporting systems and ability to accurately interpret complex statistical data and reports

  •  Ability to anticipate and evaluate problems that would create barriers to achieving goals and initiate corrective action measures

  •  Ability to establish priorities, set deadlines and carry out periodic reviews; high degree of self-motivation and independent working

  •  Ability to develop and conduct presentations to diverse groups of people including Chief Executives 

  •  Ability to establish and maintain meaningful work relationships with professional groups, legislators, media and the public

  •  Proficient with Microsoft Office suite, including SharePoint; advanced experience with Excel preferred

  •  Must communicate effectively, both orally and in writing; must be able to interact with diverse populations, communicate effectively and appropriately with each and to maintain a high level of professionalism

Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.

Hire Salary:   The annual minimum starting salary for this position is $ 41,574.00.

If this is an Intermittent position, the position does not offer benefits and is limited to 180 working days in an eleven (11) month continuous period.
