Role Overview

The Funds Management and Reporting Specialist contributes to fulfilling the IHCDA mission and vision by setting up new awards in multiple systems, tracking project progress and providing progress reports to various grantees, overseeing and reporting on data through federal and internal data systems, providing guidance on allowable program costs and expenditures, and assisting with the Annual Action Plan and Consolidated Annual Performance and Evaluation Report.  Covered programs include the HOME Investment Partnerships Program, HOME Investment Partnerships Program- American Rescue Plan (“HOME-ARP”), and National Housing Trust Fund (“HTF”).

 

Salary Statement

The salary for this position traditionally starts at $39,000.00 but may be commensurate with education or work experience.

 

A Day in the Life:

  • Set up new awards in the Integrated Disbursement Information System (IDIS) and track yearly funding commitment and expenditure requirements. Assist in the setup of awards in the Data Management System (DMS). 
  • Assist with data entry and DRGR data review for the CDBG-DR, NSP1, and NSP3 programs.
  • Provide assistance to Financial Operations on any claim eligibility questions. Maintain SOP on claim eligibility.
  • Provide assistance to Program Accounting on any IDIS project or funding questions. 
  • Track all post-closing HOME Homebuyer units and collect final closing documents. 
  • Act as a liaison between the Allocation and Compliance Divisions to ensure timely and accurate closeouts of projects. 
  • Collect and import project and program data into DMS and IDIS. Ensure the timeliness and quality of data/information entered in for contracts, grant agreements, memorandums of understanding, amendments, etc. 
  • Prepare and submit reports to the U.S. Department of Housing and Urban Development and partner State agencies. 
  • Maintain IHCDA systems and spreadsheets related to the accurate record keeping and organization of information contained in IDIS.
  • Assist with the preparation of the Consolidated Plan and Consolidated Annual Performance and Evaluation Report.
  • Design and provide technical assistance to customers with questions on the award setup and funds management process. 
  • Evaluate and resolve issues regarding customer concerns and process concerns. 
  • Track Banked Match for not-for-profit applicants and respond to organizations’ requests for Banked Match records.
  • Respond to interdepartmental requests for reports using information from DMS. 
  • Notify the HOME & HTF Manager of opportunities for program enhancement and continuous improvement. 
  • Facilitate consistent, accurate, and complete reporting on the financial operating condition of IHCDA.
  • Adhere to all IHCDA and Real Estate Department policies and procedures guides in daily activities.
  • Provide excellent customer services to all partners, customers, and constituents of IHCDA 
  • Attend and participate in weekly staff meetings.
  • Attend and participate in department meetings, events, retreats, etc.  
  • Participate in continuous improvement events including daily huddles, rapid improvement events, process mapping, etc.
  • Create metrics for team Continuous Improvement activities.
  • Propose Rapid Improvement Events, as needed 
  • Submit weekly update report to HOME & HTF Manager
  • Write memos, RED Notices, and newsletter articles as assigned. Research regulatory and programmatic issues as needed.
  • Attend training and certification courses as assigned by the HOME & HTF Manager
  • Assist in other rganization of data systems for files, projects, and necessary documentation of awards. 
  • Other duties as assigned

What You'll Need for Success:

  • High School diploma or high school equivalency. Post-secondary education preferred.
  • 1-2 years of experience in data entry preferred
  • 1-2 years of customer service experience preferred
  • 2-3 years of experience in community development programs preferred
  • Highly detail-oriented and accurate
  • Quality customer service
  • Problem-solving skills
  • Ability to prioritize and organize tasks/time and meet deadlines under pressure
  • Ability to apply sound judgment, make informed decisions and support those decisions with evidence
  • Adaptable in the face of a changing work environment
  • Ability to work well as part of a team and as an individual
  • Comfortable working in varied computer programs and databases
  • Proficient in Microsoft Office products
