Salary Information:

This position starts at a base salary of $38,688.


About the Job:

In this Permit Manager position, you will be responsible for managing the review of solid waste facility permit applications and issuing solid waste facility permits for landfills, incinerators, medical waste, transfer stations, land application, septage, waste tires, alternative fuel, biomass anaerobic digestion/gasification and composting facilities. This position is critical to IDEM's core function of issuing environmental permits, and shoulders substantial responsibility in ensuring that permits comply with relevant rules, and are written to protect human health and the environment. The environmental training and experience you bring to this role will be critical in protecting drinking water and surface water resources from harmful contamination, and protecting the public from acute hazards such as the migration of landfill gas.     

A Day in the Life:

The essential functions of this roles are as follows:

  • Coordinate the work of engineers, geologists, and chemists in reviewing permit applications.
  • Serve as the primary point of contact for the permit applicant and will be responsible for drafting and coordinating correspondence and the content and requirements of the final permit.
  • Manage the public participation process, including arranging public notices and conducting public hearings. 
  • Responsible for understanding and addressing questions from the applicant and the public regarding environmental regulations, and technical requirements.
  • Responsible for directing the application review to complete the review within statutory time limits, and in compliance with statutory and rule procedures.
  • Participate in field visits inspections to evaluate proposed and existing solid waste facilities for compliance with environmental regulations and design specifications. 
  • Review specific aspects of applications such as demonstration of need for a facility, and net worth of the applicant.

What You'll Need For Success:

  • A Bachelor's degree in the environmental sciences, biology, or similar technical subject.
  • Ability to understand and communicate effectively with engineers, geologists, and chemists on related issues.
  • Excellent written and oral communication skills, including technical writing proficiency, are required.
  • Ability to coordinate the efforts of environmental professionals.
