Salary Informaton:
This position traditionally starts at an annual salary of $37,778.00 annually but may be commensurate with education and job experience.


About the Job:

As the Accountant 1 Contract and Audit Specialist, you will create and process Memorandums of Understanding, Data Shares, Vendor Contracts,Grants and associated Amendments timely and accurately within established State and Federal Guidelines. The Contract and Audit Specialst also collects and reviews sub-recipient independent audits, general ledger and/or other information received from provider organizations and reports audit findings of these organizations to appropirate stakholders to ensure compliance with state and federal grant requirments. This position also completes monthly to sub-recipients.


A Day in the Life:

The essential functions of this role are as follows: 

  • Process Memorandum(s) or Understanding, Data Shares, Contract and Grant agreements and associated amendments timely and accurately.
  • Maintain and update information in audit files and databases with information generated from reviews. 
  • Follow up with contractors and grantess in order to maintian compliance with audit requirements in agency issued contracts and grants. 
  • Prepare annual audit files and databaes each year.
  • Research all audit findings to determine the potential impact on Indiana Department of Health (IDOH) programs and recommend action relating to audit findings to program staff.
  • Advise IDOH staff and other State agencies in matters relating to the Memoranda of Understanding (MOU) and Data Share process.
  • Process MOU’s and Data Shares in the Supplier Contracts Management (SCM) system from creation though signature execution, and distributing fully executed MOU’s and Data Shares. 
  • Prepare Monthly Federal Funding Accountability and Transparency Act (FFATA) report for submission.

What You'll Need for Success:

  • Advanced knowledge of the theories, principles and practices of public accounting, controls and auditing
  • Extensive knowledge of PeopleSoft Financials,SCM and Microsoft Excel. 
  • Extensive knowledge of federal and state laws, policies, and procedures as they pertain to accounting and budgeting .
  • Extensive knowledge of automated accounting systems.
  • Thorough knowledge of budgeting and implementation of policy changes.
  • Thorough knowledge of state laws policies, and procedures related to accounting, auditing and contracting. 
  • Working knowledge of agency organization, function, and purpose.
  • Ability to analyze and correlate technical materials.
  • Ability to handle sensitive information with the appropriate level of discretion.
  • Ability to interpret complicated financial statements and reports.
  • Ability to analyze and solve difficult accounting problems.
  • Ability to develop new or modify existing accounting procedures and methods.
  • Ability to control workflow as necessary to meet the needs of the agency.
  • General knowledge of contacting procedures.
  • Ability to work with program staff to develop MOU(‘s), Data Shares and Contractual documents
