About the Indiana Office of Technology (IOT):
To provide cost-effective, secure, consistent, reliable enterprise-technology services to our partner agencies so that they can better serve our mutual customer, the Hoosier taxpayer. IOT will also act as the technology and solution enabler for the State, helping its partner agencies achieve business objectives and innovation. 
The starting salary for this position is $85,904.00 per year but may be commensurate with education and/or experience.

About the Job:

The Indiana Office of Technology (IOT) is both the centralized infrastructure agency for state government as well as the hub of enterprise applications, cybersecurity, compliance, and shared services. The Public Cloud Operations Team Manager works collaboratively within IOT, with partner agencies, and with vendors to ensure sustainable services, to coordinate and orchestrate capabilities, to optimize solution delivery, and to advance the expansion of digital government. This role is key to helping IOT in its efforts to deliver secure, reliable, and cost-effective infrastructure as well as shaping the future of how the operations of state government are facilitated. The Public Cloud Operations Team will be a new dedicated team and the Public Cloud Operations Team Manager will be a new dedicated position to lead this effort.

A Day in the Life:

The essential functions of this position are:

  • Manage the team accountable for:
    • Support and incident response for workloads hosted in major public cloud providers like Amazon Web Services (AWS), Google Cloud Platform (GCP), and Microsoft Azure.
    • Reviewing best practices for public cloud infrastructure; and working with teams in architecture, operations, and security to develop just-in-time governance, standard operating procedures, and repeatable processes. 
    • Working with agencies to troubleshoot issues and incidents that may require privileged access available only to the Cloud Operations Team or other global level administrators.
    • Coordinating support resources from the public cloud providers.
  • Administer monthly billing tasks that flow from the public cloud providers to IOT, and then on to the partner agencies consuming the cloud resources.
  • Work with strategic vendors to identify and maximize the usage of available vendor provided enablement / adoption resources.
  • Identify and maximize cost reduction opportunities by eliminating duplication of existing tools and services, while driving additional use cases for existing capabilities across the enterprise.
  • Partner with IOT product owners and senior stakeholders to develop cloud native, hybrid cloud, and multi-cloud strategies to optimize the value of IOT services.
  • Identify the appropriate governance model and cloud implementation strategies appropriate for IOT and partner agency use.
  • Evangelize and strategize, in a pre-sales capacity, the current capabilities and services of IOT to peers, agencies, and other stakeholders, potentially at senior-most decision-making levels.
  • Collaborate with the community of technologists and leaders across the enterprise to advance the digital transformation of government.
  • Facilitate and champion a community of practice across state government for cloud solutions and platforms.
  • Collaborate with IOT product owners to optimize current service offerings in relation to adoption requirements, budgetary allocation, new features, resources, processes, and technology impacts.
  • Support the State Request for Proposal (RFP) process and other procurement needs, as appropriate.
  • Mentor and coach technical staff outside the team in the transition to supporting cloud operations.

What We're Looking For:

  • On-the-job experience with managing technology support staff and ensuring documentation of processes and standard operating procedures.
  • On-the-job experience forecasting and managing staff capacity for both projects and interrupt-driven tasks.
  • Ability to be flexible in dynamic situations, potentially involving changes to schedules and workflow deliverables impacting both self and team, and situations managing competing deadlines and priorities.
  • Ability to work successfully with a wide variety of stakeholders, including government representatives and vendors, and across teams of varying sizes.
  • Ability to coach people to understand, use, and follow documented processes, including the willingness and ability to assist those with uncertainty or less technical understanding.
  • Ability to manage time successfully in both a team and independent-operator setting, with prior experience meeting project deliverable schedules and informing stakeholders of milestone needs.
  • Ability to compare existing technologies, tools, resources, and capabilities in use with those in the marketplace in order to provide financially and practically sound assessments for optimizing a technology service portfolio -- including elimination of redundancies and guidance on new purchases.
  • Review, understand, and advocate for IOT's strategic goals toward providing secure and reliable infrastructure, systems, and services for the State of Indiana. Position supports driving adoption of tools already procured by the State of Indiana while rationalizing tools that may overlap and evaluating new technologies.
  • Demonstrated knowledge of staff management, mentoring and developing talent, and coaching teams of both subject matter experts and junior operators.
  • Demonstrated knowledge of documenting standard operating procedures, conducting process improvement, and facilitating continuous improvement practices for a technology support team.
  • Demonstrated knowledge of cloud architecture, capabilities, implementation requirements, and future roadmap of cloud platforms.
  • Demonstrated knowledge of compliance standards and regulatory requirements supported by the assigned cloud platform.
  • Demonstrated ability to collaborate between business units, architecture, operations, and security on the development and implementation of solutions that meet operational and compliance standards as well as meeting relevant regulatory requirements.

Supervisory Responsibilities/Direct Reports:

This role provides direct supervision for one or more staff members.
