*Hire Salary: The starting salary for the Family Case Manager position is $35,776 annually. Upon successful completion of the cohort training, the salary will be increased to $40,092 annually. Cohort training lasts approximately 12 weeks and is subject to change contingent upon successful completion of classroom and learning activities

About the Job:

The Regional Relative Care Specialist is responsible for improving the provision of relative services to children by providing targeted and timely services related to relative placement and support.  Employee will work to decrease relative disruptions, increase availability of relatives, and educate relatives to the policies and procedures of DCS.  The employee will work to enhance the relatives’ understanding of children’s needs while offering support when dealing with the relative’s family.  The specialist will offer better customer service and provide greater support to Family Case Managers (FCM).  This position is assigned to multiple DCS local offices and/or regions.

A Day in the Life:

The essential functions of this role are as follows:

  • Obtain information from relatives and conduct Orientation Meetings (individual, group, by phone) to provide information about licensure and placement of relative children.
  • Facilitate relatives’ completion of pre-service, medical (CPR, First Aid, Universal Precautions), and in-service training, when licensure is appropriate.
  • Acts as liaison to Foster Care Specialists to facilitate licensure as appropriate.
  • Assist relatives in completing applicable assessments to identify strengths and needs prior to and after placement. Utilize the results to plan training activities relevant to identified needs and further develop relative skills and identify service needs. The Casey Foster Family Assessment may be utilized in this process.
  • Enter information into data system.
  • Work with local DCS offices to serve as a liaison between families and FCM’s.
  • Assist FCM’s in providing information to and support for relative placements.
  • Cultivate and maintain supportive relationships with relatives, including regular phone contact, home visits, timely answers/resolutions, planned networking activities.
  • Facilitate relative support meetings that may include training.
  • Maintain master list of all relative and respite homes in the region; assist FCMs in matching children and relatives for emergency/non-emergency placements and respite.
  • Acts as liaison between relative families and DFR and other agencies to facilitate receipt of any applicable benefits such as TANF, Food Stamps, Medicaid, WIC, School Fees, Head Start, First Steps, and/or CCDF child care.
  • Conduct background checks for initial placement of relative children.
  • Conducts CFTM’s with relative Families to assess conditions in the placement home, identify service needs, facilitate understanding between the relative placement family and other parties, and avert placement disruptions.
  • Create and facilitate relative support groups.
  • Assist relative families in completing paperwork required for placement of the child and initial licensure, when appropriate.
  • Create and distribute monthly relative newsletter with information about education, resources, age-appropriate activities in the community, and DCS contact information.
  • In those instances where relative placement does not happen at removal, the Relative Support Specialist will assist the FCM with identifying, locating, and assessing the suitability of potential relatives to place the child with.
  • Conduct home visits regularly to assess the physical environment, engage in thoughtful dialogue, and utilize self-assessment tools to determine families’ suitability for continued placement of relative children
  • Attend and conduct CFTM’s as well as court hearings when support is needed and facilitate relatives’ understanding of the process and permanency proceedings.

What You Need for Success:
  • Bachelor’s degree from an accredited college/university is required with at least 15 semester hours or 21 quarter hours in Child Development, Criminology, Criminal Justice, Education, Healthcare, Home Economics, Psychology, Guidance and Counseling, Social Work, or Sociology required.
  • Advanced knowledge of principles and practices of social work, casework, sociology and group and individual counseling including new methods and theories of treatment.
  • Thorough knowledge of state and/or federal laws, regulations, guidelines and standards affecting child protection services, foster care, family preservation and adoption.
  • Thorough knowledge of related social services programs and ability to coordinate work among programs. Must be able to bring service providers to consensus in order to provide services and make recommendations to the court.
  • Specialized knowledge of the interrelationships of the various behavioral sciences as they affect care and treatment of patients/clients and/or objectives of social work projects.
  • Working knowledge of computers and the operation of software programs.
  • Ability to investigate and interview alleged victims and perpetrators of child abuse or neglect in an appropriate and effective manner.
  • Ability to formulate and monitor project guidelines or treatment plans.
  • Ability to prepare clear, accurate reports.
  • Ability to communicate articulately for court testimony.
  • Ability to work with families of diverse cultural/ethnic backgrounds with sensitivity to differences in child rearing practices, relationships and needs.
  • Ability to work with children with special needs such as mental or emotional conditions, the foster families or the home willing to accept those children and the professionals who can appropriately provide services to them.
  • Required to maintain a valid drivers’ license and appropriate automobile insurance coverage at all times.   

Training Requirements:  This position requires the FCM to complete a mandatory twelve (12) week training session.  The training session will consist of classroom based modules and transfer of learning modules. Classroom instruction will occur in Indianapolis, Indiana and transfer of learning will occur in the local county office. Family Case Managers must complete minimally 24 hours of training per calendar year.
