About the Job:

This position manages, assists, coordinates, and reviews consultant assignment and delivery of ROW (Right-of-Way) engineering, real estate, and utilities relocation plans, per Indiana Department of Transportation (INDOT) and federal guidelines. This position performs the oversight of projects being developed and delivered through the INDOT PDP process to ensure the project development is achieved in a timely manner.

A Day in the Life:

The essential functions of this role are as follows: 

• Manages and administers real estate and utility consultant operations (e.g., monitors activities and reviews status of work in progress, reviews and recommends plan revisions requested, maintains liaison and coordinates activities with regional and Central Office);

• Manages the consultant program for utility coordination and right of way services reporting to the Consultant Services Manager, including the consultant selection process, scopes of services for consultant assignments, and technical guidance concerning project development for utility coordination and right of way services;

• Oversees the analysis of and negotiates consultant technical fee proposals, and administration of contract agreements for utility coordination and right of way services;

• Assists in the implementation of the project utility coordination schedules and budgets;

• Conducts regular meetings with project managers to ensure successful project delivery;

• Serves as the liaison between the District and Central Office functional teams;

• Assures accurate and timely review of management information systems as they relate to the delivery of the program for utility coordination and right of way services and assures their business rules, policies and procedures are implemented, used, and maintained as standard business practice in their designated work environments;

• Analyzes and evaluates consultant proposals and scope of services;

• Stays abreast of INDOT ROW, Real Estate, Utilities and Railroad policies and procedures;

• Presents findings/recommendations through the development of custom reports, charts, and maps;

• Determines if ROW documents prepared meet the requirements in accordance with the Indiana Administrative Code, Title 865 IAC 1-12 C Rule 12;

• Utilizes management information systems as they relate to the delivery of the project, including but not limited to MIP, LRS, UTA, RRA, and PSCS; and

• Performs other related duties as assigned.

What You'll Need for Success:

This person must have the following requirements to be considered for employment: 

• Degree in Business Management, Communications, Organizational Management, Construction Technology required with one year of experience in transportation industry; or a minimum of four (4) years of related transportation experience (year for year transportation related experience will substitute for post-secondary education requirements) preferred;

• Demonstrated proficiency in Microsoft office and ability to learn other necessary software packages;

• Ability to read budgets and schedules and communicate to others;

• Ability to review and analyze contracts and negotiate desired outcomes;

• Solution oriented, understands, analyzes, an strategizes to manage risk in project delivery;

• Ability to effectively communicate and work cooperatively with INDOT employees, FHWA, Utility and Railroad companies, and consultant engineers;

• Broad knowledge of business administration;

• Extensive knowledge of real estate, utility or property management preferred;

• Working knowledge of agency policy and procedure;

• Extensive knowledge of Indiana Revised Code, local ordinances/statutes and other applicable local, state and federal requirements relative to real estate acquisition and management;

• Ability to define problems, collect data, establish facts and draw valid conclusions;

• Ability to gather, collate and classify information about data, people or things;

• Ability to handle sensitive complaints and inquiries; and,

• Excellent math (i.e. general math, algebra, etc.), computer, communication, and literacy skills

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
